Just quickly thought of something. I remember Anti-Virus blocking my modem from connectivity, it had something to do with the already installed firewall on the modem and the personal firewall that comes pre built into the Anti-Virus application.
Check that this may be the problem, by turning off the firewall within the AV application.

Drivers may need to be installed, depending on the age of the modem and whether or not the user is connecting the modem to their local computer via a USB cable.
