Windows Users?

ok so recently my sisters laptop was recieving a software error and so my dad ran the compaq recovery program and so he had to recreate windows users. now, when you try and run a program it says "not installed for this user" which is probably because the software was installed for all users when it was the previous windows log on. in the C drive the my docs etc are all still there from the old users and i was wondering if i could restore the old users so that the software etc would work, if not how can i make it so that the current user can access office etc.
