Default html/javascript pause/wait help

ok like i said before i am making a school forum for my school, we posted the rules on the registar and there is a accept or reject. i want to dissable the buttons for like 30 sec so they read it. but i cant figure out how. just a simple thing that disables the buttons would do. as a bones is if it would count down. i tried googe but i cant find anything. any help?

How about a checkbox that says 'i have read all of this'?

Or if the rules are in a little scrolling box or somthing, make a script so that they have to read all the way down before the button works.

I used to be into this sort of stuff, but not anymore, so I can't really remember anything, so as far as the code goes, I can't really help you lol. I have a friend at school that does this stuff a lot though, ill try and remember to ask him if i get a chance..
