I am having trouble running it on Windows XP, how much for of an advantage will I get if I host it with Ubuntu 7.10? And what would I have to do if I did Ubuntu?
Also, can I partition my hard drive without formatting? Thanks.

How can you have trouble with it on XP? If anything it should run easier, all you need to do is launch the CSS dedicated server.
What problem are you having? If it's the server not seeing your external IP, thats not a Windows problem.

Well, in Dedicated Server, I copied the IP it gave me, and gave it to a friend, and it said connection trouble or not responding, but I connected to it via IP, though I was in the LAN.
Could it be a port problem? Thanks.

Sounds to me like a Port forwarding issue. Check which ports CSS uses and have your router forward traffic on those ports to the server's ip address.

What was the IP? If it was something like 192.168.x.x, then it's your local IP, and no one outside of your network would be able to access it. And using Ubuntu wouldn't help.

That may have been the IP. I tried whatever IP it gives in the Source Dedicated Server. How do I get the server IP? Thanks.

It will tell you the IP of the NIC, which is almost always the LAN IP. I know there is a command you type into the console, but to be honest I don't remember it. One of my friends knows it, since he used it to create a server for both of us before, when he comes online i'll ask him.

Well I got it up and running.
I need to get a different map on, I need Mani Admin Plugin installed and configured, and I need to find out the max number of people I can have with no lag. I am thinking 10, since 12 is 768k, my upload is 768k. Also, my server and I are connected to the same network, when 3 people, including myself were on the server, I was laggy, I was playing on another computer. Though when my server was on, and no one was on it, I was perfectly fine on another server. Is there a CSS server setup IRC channel? Thanks.
