That's for sure, when I was looking for video's of the Bugatti Veyron on youtube, the ones I found seemed to be from Dubai.

Whilst they do import a lot of highly skilled and highly paid architects and engineers, they do also import a lot of very low paid foreign workers who work very hard for low pay, so while $700M may sound low in America, it could be a correct figure in Dubai.
