Default question about cpu

if i get a amd athlon 64 x2 for my friends computer would it run with a 32 bit windows operating system or will it run in 64 bit mode or do i need a new operating system for that

The CPU will run on a 32 bit system.

You need a 64-bit CPU AND a 64-bit OS to run in 64-bit mode. So unless the OS you have is 64-bit, your computer will run 32-bit.

Most people run a 64bit cpu on a 32bit OS and it's fine. You would only need the 64bit OS if you were going to use more than 3 gigs of ram.
