Gimp is opensource (free) and somewhat like photoshop.
Theres also gimpshop which is supposed to be more like ps. Also free.

As far as the real Photoshop (Adobe Photoshop) is concerned, it would be illegal to download it for free. If you want something similar to Photoshop, but for free GiMP works great, but...... some people don't like GiMP, so........ you could also take a look at Pixel.
