Default Error Message: "Com Surrogate has stopped working "Com Surrogate has stopped working"

Every once in a while I get the error message and I'm given the option to either
- "Check online for a solution to cause the problem"
or
- "Close the program"
No matter which one I choose, the error message almost always pops right back up again. I have no idea what "Com Surrogate" is. I'm guessing this is a Vista related issue. Any help? Details below...
