I've been lucky, the place I go to always has to order tires from their distributor and their fairly new... Mine are 22nd week of 2007...

Tire dry rot, I think that's what it's popularly known as, has been around since the invention of the tire. Most of the time, these problems are easy to spot by looking at a tire's sidewall. But I thought a tread coming off only happened to large trucks with retreaded tires. On a new tire it seems like the tread should be better integrated so that it cannot come off.
