Default photo program help

ok im looking for a program to help print as well as organize my pictures.
first organize i have 28000 plus pictures w/ a lot being dupes im sure. yes 2 kids and a wife who loves taking pictures but copys from camera disk instead of moving them so i come along and move now dupes but what i want to is put them in downloadded order to helm me dicifer through put on a disc in that order as well so someone please help
