As oscrayu1 said, $250 - $300 can give you some decent custom build PV... Just give you some idea here:
A-DATA 2GB (2 x 1GB) DDR2 800 ADQVE1A16K
EXCELSTOR Jupiter Series ESJ8080S 80GB
LG SATA DVD Burner GSA-H62NK
Antec earthwatts EA380 PSU
COOLMAX CS-480-Black W/O PSU Black Steel / Plastic ATX Mid Tower Computer Case
Sub-Total: $184 MIR$50

Cheap AMD: MSI K9AGM3-FIH AM2 AMD 690G HDMI Micro ATX
AMD Athlon 64 X2 4000+ Brisbane 2.1GHz
= $136 + 184 =$320 MIR $50
Cheap Intel: MSI G31M-F LGA 775
Intel Dual-Core E2140
= $144 + 184 = $328 MIR $50
$250 can get a decent E2140... a cheap motherboard, 2GB, 80GB. I wouldn't go with AMD for some reasons right now. 380W is kinda low too... and you might be able to fit a 7300 in there...

I dun think 380W is too low. With onboard graphic, you don't need a very strong PSU. Also Antec EA380 is a 80plus certified PSU. I think it will be enough.
