Arrow Blue and Red Lines all over Windows

All of a sudden I seem to have blue or red lines over Windows! At first I thought it was my physical screen but it can't be since the lines appear on printscreens. The lines seem to change in thinkness and pattern when you type or press a button. What is weird is how they appear before Windows even starts, when the OEM Logo (Acer) is shown. They also appear when it shows the XP logo and the loading bar, and when I logon. I've ran a virus check and eliminated 1 or 2 exes which were marked as suspicious but still no luck. They're really annoying me now, just look at these images below:

Looks to me like your video drivers have become corrupted. Download and install the newest drivers.

Just a side note, do you think you have enough icons on your screen? That many would annoy me to death.

lol thats what I was thinking...

Ive seen something similair to this a long time ago when a monitor was going bad. Are you using a CRT?

if the drivers dont work, I would say your monitor is going bad. Especially if it does from the second you start up.

Are those screenshots or were they taking with a camera?

Print screen screenshots. These appear on another monitor I have tried.

UPDATE: Tried to install new drivers but get hardware/software errors. I'm using an ATI Radeon 9700 Mobility Series and XP Home.

If they are screenshots then it's not a monitor issue.

Good call. I was about to say that it could be the refresh rate not matching the camera, but if it is an in-windows screenshot, it shouldn't be showing anything to do with the monitor.
