Default PCI tuner disables IDE hard drive/ cd drive

I bought an XFX pci TV tuner, put it in my old windows 2000 computer, and for some reason it disables the secondary IDE slot. At first it was disabling my hard drive, then I switched the cables, and it was disabling my CD drive. I tried removing other PCI devices also, but it still does it.

Anyone know why this happens?

It sounds like an IRQ conflict. And unfortunately, win2k has problems with IRQ sharing that are hard to fix.
