Default All Desktop icons are gone including start button

All my desktop icons are gone and I have read many different solutions on the internet and I still have not fixed. I think that I finally removed the w32 worm that was in my computer and I ran an anti virus and antispyware test and it came up clean. I tried running the computer in safe mode but the desktop just flashes and disappears like it has been doing. I accidentally deleted the windows 32 hosts etc file and the windows shell32 file. I recently downloaded both of them but my desktop still disappears after a few minutes. Any solutions?

Yeah I tried to run explorer.exe but it just does the same thing it appears the icons flash and then everything disappears but the wallpaper. I also did a full virus and spyware scan and it came up blank.
