i was looking at the 2600xt on newegg and reviews were saying it wasnt very good. this doesnt make sense to be because it has a 800mhz core clock and ddr4 ram. are these clock speeds not that important for a chips preformance or what?

They are important, although they aren't the only factors that determine performance. Even though the card has GDDR4 memory, it only has a 128-Bit memory bus, so memory throughput isn't extraordinary running at at 35.2GB/s.
It's an alright card, but for the price it's nothing special.
