What is the difference between theses 2 sets of ram

Latency/Timing/Voltage. Unless you're a gamer and every iota of performance helps, go with the cheaper one - you'll never notice the difference.

The first and more expensive one has lower timings, however IMO it's not work it because you can easily lower them yourself.
