Hi, I need a computer that can run Call of Duty 4 smoothly for under $1400. 19" or less screen, good graphics card. Thanks.

I suggest you have a look at this thread It includes many builds that would run that... You just have to do a search on Newegg to find the US pendant of it... you also need a case... and possibly PSU/DVD drive if u stick to the 1st post.

Acer 19" LCD screen 5ms 179.99

Total of 1254.92 without MIR and without a case... Here are a few suggestions for case:
Coolmaster Centurion 5 39.99
Antec 900 119.99 - 40$ MIR
Antec P180 114.99
