Ive been told that if you do windows blocks both computers that it is installed on.

Also what happends if you do not activate windows after the time limit alocated after installing it?

If you install them both on more than 1 PC, you will get them both deactivated and into a lot of trouble, if you do not activate, the PC will refuse to boot till it has been activated.

XP can be Activated via CD Key for...6 times I think? Afterwards, you can still successfully install with the original Key, but will need to phone MS for a new Activation Key. They will ask if it's the first time being installed, why (if applicable) it's being reinstalled, and how many computers it's on (which, legally, should only be one). Afterwards, they will give you a new Activation Key that will work for one time.
