how to change default password in safe mode?

Hello, my goal is to change default password from admin safe mode but its giving me trouble

I go to local users and groups/default and it gives me some settings that i can change but i dont know what to do from here.

I get 3 pages, general/member of/profile
I can't access "member of" because the workstation servers will not start??

in profile it gives me "profile path" and "logon script" that i can type in, is this the space that i can add a password?

and under general it gives me a few check boxes such as "user must change password next logon"

please help, what should I do?\

may we ask you why you want to change admin pass ? is this your computer ?
what if we believe you are trying to access someone elses pc ?

well if you really must know the story.....here it goes

My sister and I had a fight and she added a password to my mothers pc so i couldn't access it, now my mom wants to use it and my sister wont get rid of the password.....

so this is where i come in, id love to show that little annoying bratt whos boss

im gona change her account name to "I WIN" just to stick it to her

hehe, kinda dumb huh? i dind't steal a pc if thats what your thinking, i have a nice quad core rig that keeps me satisfied.

I also have the option to delete her account and make a new one, should i do that instead?
