Here is my build. Do I need anything else or do I need to improve something?

Graphics card?

You could do better on the power supply. Get this one:

And you could get a quad core phenom for 20$ more, which would be better in most situations:

Or he could get a Core 2 Duo/Quad which perform better. The phenoms aren't that great just yet.

But he wants AMD. And a phenom for 200$ is a better deal than a Q6600 for 279.

As for the rating (out of a hundred)...

50/100. You could do way better with Intel and $850.
