I recently purchased a new motherboard, CPU and HD. After installing everything (according to the motherboard instructions) and downloading the latest BIOS settings, my fan on the power supply and the fan on the CPU run constantly. And when I mean constantly, I mean even with the computer shut down. I check with the motherboard manfacture without any luck. The BIOS setting are correct. Any clues???

Sounds like it's not turning off... is the PSU off when "turned off"?
