That would be a free addon for the different versions of Windows found at http://www.java.com/en/ The latest version is available for immediate download from the SUN Microsystems web site seen there.

There are various items made by other companies separate from Microsoft that produce a type of player or addon like the runtime there required by different web for animations, video clips, and other things that have versions available for Windows.

Another example besides runtime is the Apple Quicktime and ITunes while Apple produces a totally separate OS for their Apple/Mac systems. SUN also has the Solaris operating system for their machines. Often a web site is scripted to redirect your browser to a free download page when something like these are not installed on your system.
