Default E4500 won't overclock

I decided to overclock my E4500 and I got it up to about 3.3GHz stable on stock cooler. It ran a little hotter than I would have liked and so I decided to go back down to the stock 2.2GHz until I got a new cooler.

Now, I've decided to overclock it again to around 2.7GHz or 2.9GHz, but the problem is that it WON'T overclock it. No matter what I do, even just to 2.3GHz it won't boot up. It will start, but before getting past the POST the computer shuts down and reverts back to the stock settings.

Is there a setting that I'm missing in the BIOS? I've tried raising the voltage on the CPU, lowering the RAM timings (and raising it), and many other things. What's going on?
