Vista taskbar

Why is it that sometimes when I go to click something on my taskbar in Vista it just dings at me like its not working? I can open the start menu, and I can alt+tab between windows but I cant click anything on the taskbar. How do I resolve this?

is the process expoler.exe running and have you gave the computer a restart?
