Can anyone explain to me what use underclocking has?

Someone told me about underclocking the other day and I had no idea such a thing existed. Does it actually have a use?

i underclocked my media center this allows me to run it coolers and thus use a passive heat sink

I believe some underclock so they can play some old DOS games because the speed was too fast that it made them unplayable.

The main reason as APJ said is to lower the voltage and speed, in order to reduce the heat outputted by the device. Or if it's a mobile computer, it also reduces the amount of power it needs.
