How to fix a video clip with bad quality

Hey guys how can i fix a video clip that have bad quaility to make the video with better quality? Is there any program or something that can do that? no matter if the program is not free .....

the more you encode the worse it gets. whats the files extention?
generally the statement above is true. maybe bigger to smaller. what do ya have.

I'm pretty sure you can't make the quality better.

To increase quality, resolution is the key... That is very close to impossible..

You can't get better than the original file. If it's crap to begin with, it will stay that way. Tell him to find a better file to download. Chances are he will find one if he looks. The Flv (flash video) files are from places like youtube, and they are uploaded at poor resolution to make downloading faster.
