Default Lagging and buffering of vids

The videos i watch always lag and buffer, i've downloaded the accelerator for videos and i've defraged my disc several times, cleaned up all my registry errors, emptied my recycle bin cleaned my interfile cache and files and it still lags! Help asap?

I Use-
Windows XP Home SP2
1.6 MHz, 3 GHz
256 MB RAM
Intel P4 Processor
IE7/FF3

If you're streaming video from the web it's totally normal, you can't avoid that, you can't play a video normally from minute 1 to 5 without lag, it's just the connection.
