Unhappy CPU/Video Card Bottle neck

i just recently bought myself a 2600xt 512mb card as an upgrade from a 128 mb x300. i have 2 gigs of ram, and pentium (D) 820, 2.8ghz. the thing is i feel like my ingame fps is much lower than it should be and would like to know if it is being bottle necked by something. like, if i join a css server, depending on the map, i can get anywhere from 40-120 fps. the wierd thing is that changing video settings seems to do very little to change the fps, infact it seems if it put it on highest settings i get more fps. and if i go from 800x600 to 1152x864 my fps stays the same. also my problem isnt really just playing normally in game it comes when i go to record a demo of my playing (required in competitive play). then it drops to unplayable fps such as 20's and 30's.

Andy - 100% sure it's bottlenecking.

HELP_ME - I doubt it's really bottlenecking. The 2600 was never a great card. You would've been better off with a HD3850 or HD3870.
