Default Power issues, need help please

I have a Dell inspiron 1000 and can not get it to turn on. It has been sitting for about 5 months with out being used. I tried charging the battery and nothing happens. When I connect the ac/charger cord to the wall the green light on the cord comes on but as soon as I connect it to the back of the laptop, the light starts to flash. I ordered a new battery today. What else do you think could be the problem? And what do I do about fixing it? Thanks for the help.

The reason why the light starts to flash on your ac adapter is that there is a short on the motherboard inside of your laptop. It flashes because it tries to restart itself every time the short happens. It could be a short in the dc jack, in dc plug, or on the motherboard itself.
