Default IE can't connect. Ping from command line works

I have a computer that is having internet issues. When I try and access a page, I get the "Page cannot be displayed" error. This happens whether I try and access the page via hostname or by IP.

If I open up a command prompt and ping a web address (google.com for instance), I get a reply and all looks well. So I know I am resolving the DNS and I am getting out of the gateway. When I check the firewall logs on the ISP's gateway (I work for the ISP), I can see the syn requests traversing out to the net. So not only is my connection working, but it is getting out to the internet.

So in short, I know my local connection settings are correct, I know the DNS settings are fine, I know my port 80 traffic is hitting the net, but I'm not able to form a connection. Firewall settings (ISP and local) are set to allow all traffic over all ports, so nothing is being blocked.

I've researched a little and saw something about a corruption of winsock doing it, but this computer is brand new and I haven't installed or removed any software. It's an XP box with IE 6.

Any ideas? This has me seriously stumped

Had you tried Mozille FireFox
Also, on your IP configuration, are you sure that its IPv4 and not 6?!
Is there any spyware on your computer?
Update to IE7 if possible/

i did figure it out. The computer was hosed. I uninstalled IE, and when I restarted the whole OS went down. A fresh install and everything is good.
