Besides seeing a tv tuner card added onto a system for external input all you have to do is run a search in any engine for "internet tv" to see an endless number of free as well as $49- a month type services for just that.

http://infospace.abcnews.com/_1_UHIU8J04WCS2P8__info.abcnws.toolbar/search/web/internet%2Btv is the combined ads along with Google and Yahoo results seen for that.

I tried Joost here and removed it rather fast being a paid subscription to an online service. The monthly fees depending on service run from $14 upto $49 as you will readily see when searching around with a general seach term used.

One free online site is seen at http://wwitv.com/ There you first choose the country and then the locality for mostly community tv or public access in the U.S. as well as local stations for news reports and gov. channels.
