Question questions about pentium 4 and how to overclock

hey, i want to buy a pentium 4 and OC it to about 3.8Ghz. i have read threads on overclock CPUs though do not fully understand it. links and pics would be nice.
questions:
What's the multiplier?
How do i get to the menu to set the CPU speeds? BIOS... is it on the first page of the BIOS or do i have to navigate a little?
What damages could it do to my system? could it fry other components besides the RAM and CPU?
Would this after market cooler work well and cool my system properly? or do i need an even better one?
What is the name of the "thing" you change to set the CPU speed? The FSB right?
What is the vcore?
What is the divider?
i read a reply to a post from a guy... forgot his name, sorry if you see this, but in this i need to know the more detailed stuff. most of these questions came form the paragraph below.
raise the multiplier first if you can (most likely you can't). then raise the fsb by 5mhz at at time until your comp cant POST. when this happens, increase the vcore by .025 at a time. if you have slow memory, then you'll have to OC the memory too, or change the divider. check for stability between every change

Why would you buy a Pentium 4? Those processors are extremely outdated, if you want a budget processor then go with the AMD X2's or the low-end Core 2 Duo's.

thats what i decided. im going to go with the core 2duo. but i have a question,can you answer my other questions!! lol man. im going with the core 2 duo. ill overclock the E4500 to around 2.6Ghz. but i was wondering why the E6400 is so much more than the E4500. im guessing its cause of the FSB. but would it be that much faster? which is more important(speed wise), the FSB or the Ghz?

also please answer my other questions. im dying to know

alot of people dont know what OCing is, and they think its dangerous.
