You reformatted the drive due to a hardware not OS problem there. The card you are presently using sounds like the source of everything rather then plugging a PS/2 model directly into the board. When plugging the mouse into the usb port the card is then pulling down the entire usb bus causing the problems with the printer.

Yes, I did reformated due to the hardware conflict. Thinking that maybe just maybe the windows is damaged or for some reason didn't install proper.
I guess the card is really main source of the problem. What doesn't make head or tails is when I plug in the old worn out mouse it works, but the news don't. The only other thing I can really try is either a USB hub, or one of those ps/2 to USB adaptors since the USB ports work.

The MS model used here comes with a PS/2 adapter while still being a usb type mouse. What bugs me more is the usb to standard MS model keyboard where you have to unplug during the installation process for XP but not Vista since the PS/2 101 or 104 standard is needed simply to press F8 at the license agreement.
That was one major goof originally seen there while usb and cordless models are now the most common seen in use by the home user. Once you mentioned seeing problems with the printer as well as the mice that pointed right at the expansion card you have there. With 3 mice in a row seeing problems along with the printer something is pulling the entire usb bus down. Nake sure you don't load up a hud too much either since the usb bus tiself only sees a small current going through it to start with.

The printer works when its plugged in even if the mouse if plugged in. Its the USB Cable modem that doesn't work when plugged in with the mouse.

Printer, modem, etc. won't matter since you are still seeing the bus pulled down likely from a resource conflict between devices there. For a mouse go for the PS/2 adapter to free up a port for the modem you use there. That will lighten the load on the card as well as the bus itself.

Well I actually got the mouse working. I went into the BIOS and practically re-did the whole BIOS and got the serial mouse to work.

One thing to consider on an older system like that besides a need to see the latest or last bios update go on would be seeing if the 3v lithium type battery on the board is too weak. A weak battery will see the loss of cmos information being stored.
If you are only seeing the problem with a printer that's been on for some time it wouldn't be from the printer requiring a higher current value then often seen on older systems. This is one type of problem being realized with newer types of usb devices like external drives. The mouse works now anyways.
