It's probably some sort of time-out. I know when I get disconnected or connect to another network and a program tries to access my network drive, the whole machine basically locks up for about a minute or two. You probably have some sort of program that's trying to access the internet and just keeps trying until it finally gives up.

IDK,but i would assume its an antivirus, makes sense right? it might try to update itself, or it could be windows update...unliekly though,

Windows won't do it by default, so it's obviously something loaded on the computer. I'd start by doing a typical virus/spyware scan. If you don't have software to do so, I'd suggest AVG Free Edition, Adaware, and Spybot S&D. If you still have issues, check the programs you have running in the background. Try closing anything on the task bar that you don't need and see if that fixes the problem. If not, running something like Hijack this and getting rid of some startup programs may help.
