when you are tired your vision is worse because your eyes are lazier and are having a more difficult time focusing. also, the less light there is, the worse your vision appears to be, because the less light you have disables more of your focusing ability. carrot juice certainly isn't going to make your vision better, so i'm pretty sure the "feeling" of better vision is probably coming from the result of feeling bad vision when you are tired or are around less light and you see a noticeable difference in the performance of your vision.
