Check your firewall and make sure that its allowing PnkBstr A and PnkBstr B,
sometimes punkbuster can get corrupted, so put the game disk in and waite for the game to load then click exit, Now navigate to my computer and right click the game in your dvd drive , left click explore in there you will see the punkbuster.exe run that and see if that solves the problem

yeah im kidding around, the problem most likely is actually windows, and how it handles certain tasks. I am going to assume that punkbuster runs transparent to your video game to inspect packets being sent/received, this would detect an alteration or hack if you will since its running tansparently with the game. If so many packets are being lost, it assumes you are throttling the packets to hide the fact you are running hacks, it is like a fail safe. This is a total assumption of how it would work.

Here is something you can look at, get the IP of the server you play with online and then go to the command line, and try this

Code:
tracert xxx.xxx.xxx.xxx
replace the x's with the IP of the server

the command is traceroute in Linux/Unix and I am sure that its actually tracert in windows. If tracert doesn't work try trace route. Then look to see how it actually connects to that IP. If anything funky goes on, or something may take a long time, that may show you exactly where your packet loss is coming from.

I am also assuming that you have turned off all P2P traffic on your private network at home when gaming. If not, do so and see if it makes a difference.
