Default Doesn't boot on first time... why?!

I have two computers that are having similar problem at the moment.

They won't boot on the first time. I have to shut it down and hit the power button again all the time. Any body know why this is happening?

I am not sure about the spec on rig #1. I can look it up but all I know right now is that it's running on some sort of Pentium 4 cpu and Biostar MOBO. this one -> http://www.newegg.com/Product/Produc...2E16813138262R

I rebuilt it using parts from an old computer. I have to power it up twice to boot and restart is not working either. (I have to shut it off and power up again)

and rig #2. It is running on Asus P5W DH Deluxe, E6600, Seagate SATA HDD, etc. I moved all the parts from a case to another. CPU, heatsink, Ram stayed on its MOBO but I had to disconnect and reconnect GPU, HDD, PSU, and all other components. and... now they are in a new case, and won't boot on the first time. It never happened before.

I am not 100% sure but it seems like hard drive is not turning on first 'power'. Anybody know a possible reason to this? and maybe a solution?

Are they both doing the exact same thing - Do they get to a bios screen - Do you get any kind of error - Flashing _ on the screen - No screen?

#1 (One with P4) doesn't show any screen. Monitor stays inactive.

#2 (One with E6600) loads the bios screen but doesn't continue from there.

As long as you installed both boards right, hooked everything right, standoffs all in the right places and not one where it doesnt belong, cpu power connectors plugged in. The first one, my first guess is a weak or going out power supply or try reseting the video card, that is if your not using the onboard. The second one since you did change everything around on both and your atleast getting a bios screen you could first try reseting the bios. Then we will go from there. Just double check all the connection

#1 Take out one stick of RAM at a time and try to boot, then vice versa.

#2 Which part does it freeze on? RAM calculations?
