Default What is the problem?

I have a Dell 4550 desktop with 1GB of ram. Anyways, lately videos and images have been loading slow. I can load the video but every 15 seconds he has to buffer. I defraged the computer last week and didn't see any help. Also I play Counter Strike Source and my ping has been really high also.

Is this a internet connection problem?

or

Is this a internal computer problem?

Also I just ordered a new video card and new monitor if that has anything to do with it. Thanks for the help.

Your ping is insanely high, you're right. Try switching your DNS servers to somewhere like Level3.

DNS server? I don't know a whole lot about computers so you may need to explain that.

Yeah i would say your download speeds and uploads are crazy low. I have charter too and check out my speeds. Your ping is really high and should be changed. Do you have a router?
