Default Hustling sound??

Hey,
I just got a new computer and i took the soundcard from another one of my comps and inserted it. Unfortunately, something is wrong.
There is a static sound every time i turn on something that makes a sound.
well it used to be like that, now its worse!
Every time i go to a site or anything that has sound, now every single movement of my mouse makes a louder static. When i drag a window it makes it even louder. Whats wrong??

PS when i play around with the options in the Volume menu at the bottom right corner (speaker icon) sometimes the static fades but returns after a while.
