Default Question concerning my MHz...

So I have a Intel Core 2 Duo E6420 @ 2133 MHz.

I recently installed PC Wizard and it says my CPU is running at 1600 MHz?! What's going on here?

it may do a current reading, your cpu probily has a power save feature, so when its not needed it under clocke. get occt http://www.ocbase.com/ that will stress it and give you a reading

Yup, you have C1E enabled in the Bios. It turns down your multiplier when you are not using all of your processor. It does slow things down though, and it is quite easy to disable in your bios. Check your mobo manual to see how to turn it off.

By the way, do any of you happen to know what is the ideal voltage I should have for my computer? Here are my specs:

well if your not overclocking, it should be fine to leave the MB to set it.

I'm reading about overclocking right now and I'm thinking about it. Is the E6420 easy to overclock? I've never done it before.

neather have i, but i would leave the voltage alone. i have a e2160 orig 1.6 ghz overclocked to 3.2 ghz and i still have the motherboard controle the voltage. just dont go above 1.5 i think it is
