Post First Build Need Help

I am looking at building my first computer and this is what I have so far.

-NZXT Tempest Case (when NZXT decides they want to put it on the market)
-eVGA nVidia nForce 790i Ultra
-Intel Core 2 Extreme QX9650 3.0GHz
-Seagate Barracuda 7200.10 ST3250410AS 250GB 7200 RPM SATA 3.0Gb/s
-eVGA Geforce 9800 GX2 (x1 for now)
-Dell E248WFP 24-inch Widescreen LCD Monitor or Samsung 2493HM 24" Widescreen LCD Monitor
-ZALMAN CNPS9700 LED 110mm 2 Ball CPU Cooler
-Arctic Silver 5 Thermal Compound
-Windows Vista 64-Bit Home Premium
-Razer Lachesis mouse

So far I have about 2800-2900 dollars in this setup as it sits without memory the PSU and the CD/DVD drive. With the memory I was looking at the Patriot memory at:
-Patriot 4GB(2 x 2GB) 240-Pin DDR3 SDRAM DDR3 1333 (PC3 10666) Dual Channel Kit Desktop Memory - Retail $359.00
-Patriot Viper 4GB(2 x 2GB) 240-Pin DDR3 SDRAM DDR3 1333 (PC3 10666) Dual Channel Kit Desktop Memory - Retail $369.00
Only difference I see is the Viper has Heat Shields with integrated Aluminum Copper Composite technology. Is this a good choice?

For the CD/DVD drive does a writer mean just that? It will only write onto blank CDs and DVDs or will it read the CDs and DVDs that I put into the drive as well? Or do I need a reader and a writer? I am pretty clueless when it comes to these.

As far as the PSU I have absolutely no clue. I read that it should have 12 volt rails but not sure on what all that means. I will continue research but would like some quick information from you guys out there. I was looking at 750w and above and don't to spend more than $350 however I want a good one that I can rely on. I appreciate your time for reading and replying to this ahead of time.

Thermal compound: MX-2 is better than AS5
RAM: Patriot Viper is better, but out of stock at newegg.
DVD Drive: DVD burner will do read and write. Just get a cheap SAMSUNG SH-S203N OEM.
PSU: TruePower Quattro 850W/1000W
I am not sure if you need to have 1000W...

You have that stuff just sitting there?? Get moving and set that thing up. Make sure you get a good psu, you'll need it.
