600 to 700 New or Upgrade

I'm looking to spend 600 to 700 USD on an upgrade on the computer in the sig or a new Dell, HP, whatever. I will like to end up with a q6600 q6750 or something close to it. 2GB of RAM. The Video Card is a big issue but the computer will need to have a PCI Express Slot. I would also like to be able to add more ram later. Value is a plus and it would tack a significant difference in hardware for me to spend more then 650. If I go with an upgrade I will also want to upgrade the OS to Vista Home Premium or higher.

I have been keeping an eye on these Dells. I have seen a Q6600 quad Vista home premium and 20.1 inch monitor.
