If you're shutting down your computer, why would you open a program? When you shut down your computer, it goes through a sequence of events before shutting down which includes closing any open tasks, starting with the processes started by the user, then local service processes,followed by network service processes, and finally system processes. So starting up a program while its closing processes won't work.
