Default Problem on desktop

Just formatted but these are my issues:

1) When ever I press control alt delete and get the task manager. It automatically minimizes after about 5 seconds or so into the right hand bottom corner near the time and stuff. Thats one problem because it does it constantly.

2) When ever i go to install a new application such as microsoft office, it starts the application and while installing it just dissapears, but then when you try to press the icon from my computer to install again, it says "Another setup is already running", but I can not see this setup.

Any ideas on why this is happening, I just formatted.

Maybe because other programs are running concurrently? Any clues thanks
