Default RFactor wierd frame rates

For no reason I can see, when I play Rfactor on my sig spec computer, it 'surges' as you play. It never jerks, it's like sitting in a car, flooring the gas in 2nd, then coming off it, then going back on. Sometimes it's completely consistant, sometimes it's not.

I don't run any software of note in the background as I play, and it happens at any res - 800x600 with everything set to low, 1900x1200 with everything set to high, doesn't matter. What the **** is it?
