Icons do not start programs

My icons would not open programs on my desktop and when I opened the control panel those icons would not open on click. I had to right click and use the open on the menu. I tried removing all start up activity except for the virus checker. I tried starting the computer up in safe mode both with the same result. I checked my other accounts and those worked fine so I added another account and deleted the account with problems. This is the second time I have had to change accounts. I am running XP. Any ideas what might cause this problem?

Hmmm...could they be broken shortcuts or could the programs be possibly removed or moved? But, if you are using an administrator acct then your removing or moving of the programs will affect other accts, and so will broken shortcuts. Older versions of Apple have had a similar problem with broken shortcuts, I haven't heard of them with Windows, though.
