Unhappy Computer won't start after shutting down!!!

Almost every time I turn off the computer and want to turn it on It won't start, then I unplug the power cable and wait for some time(about 2-5 minutes) and turn it on. Then when it turns on you can see an error message "There is no keyboard device found". Then I unplug the keyboard and plug it again, only after restarting computer It starts. I tried both updating BIOS to newer version and changing the keyboard, but didn't help. Can anybody help me with this problem?

What are the specs (specifically system and PSU) of your computer?

Could be the battery depending on age of machine. Check or even replace cords, power supply.

My PSU model is ATX-400W P4
(One more thing I lately observed - when I turn off my computer the lights of the scroll button on the mouse gets red, after I reconnect the power cable it is still red and only after 2-5 minutes it turns blue -- this is a signal for me to turn the computer on ) )

Not so fast Vizy. It could be, but I personally think it is a unsufficient PSU... what is the BRAND?
