my vista generally boots up extremely quick and i can get on the internet right away. But when i hit the restart button or theres an update or i download something and my computer needs a restart, It takes 15 minutes. The bar will go accross quick then just stop and then gradually moves its so annoying.

That's simply a quick splash screen before the final loading of the desktop not the actual welcome screen you would have to close out each time unless unchecking the box. Microsoft loves adding those in anyways! http://content.techrepublic.com.com/...345.html?seq=1

Try logging off on both versions and clicking on the administrator account to log back onto Windows. On Vista you will see a quick blank screen pratically and then the wallpaper you selected(if any) for the desktop come right up.
With XP you still see another splash screen like "starting Windows" and then finally see the desktop appear after a wait for things to load. So where's the difference? With Vista the desktop is already seen while things haven't finished loading quite yet. People think XP is faster while others say that about Vista simply due to way the two versions load by the difference in appearance not actual loading time. When you dual boot both versions together you have the regular time available to watch and wait to see just how long each one seems to take while noticing both actually load up about the same! Not seeing the last splash screen in Vista leaves you with the impression that Vista loads faster when in actually you are only seeing the background while it still isn't finished. XP hides it's own loading process behind the splash screen seen there with "starting Windows" seen following the choice of the account to be loaded or simply when set to go directly to the desktop at startup with two reg values added for that.

would having a SATA HD over a IDE HD make any difference

Yes, unless you're using a SATA to IDE converter, and if you're comparing ATA133 to SATAI, there's not THAT much difference.

well im using a ide 7200rpm maxtor 80gb hard driver, would that be holding me back????? and if i go for a sata drive what am i looking for ??

From POST to all processes running, it takes about 50 seconds. Most of that time is due to my RAID controller initializing.
