Default How Do I Outline A Picture?(Using Photoshop or anything)

i am wondering if it is possible to make it like take out all color except black so it leaves just the outline of the picture. With like no details just the outline of everything. I hear this is possible in photoshop.

Yes, you can do that on photoshop. I'm using CS3 and there i use the "Polygonal Lasso tool" to make the selection i need and then you just cut and paste whatever you selected.
