Go start>run, type "msconfig" then go to the "startup" tab. Uncheck things in there one by one, that way you can easily go back and check it again if there's any problems. The line above is for turning the touchpad on and off, the one below it - TOSHIBA\PadTouch\PadExe.exe - shouldn't be touched or the touchpad won't work.
